Hi, I went to the Help section to find out how to publish a newspaper subscription. The web page told me to e-mail digitalpublications@amazon.com. I did, a week ago and have not received a response. So, what's the secret?

I signed up to publish a blog on Kindle, and as I recall it took a month or two months before I ever got a reply. But I did, eventually.

Yes. I have had one subscriber that I know of, for 35 cents. I don't know how many years it will take for that to morph into a check. (It's been quite a while since I've had a check from Vendor Central. Evidently I've succeeded in rooting out all the Mobipocket duplicates after a year of trying.)
